This handover note summarizes the framework categories relevant to the closed collection.
Shared resources
Allocation records identify what resource is committed, for which scope and period, and who remains responsible for it. Preserving a state does not imply a permanent supply commitment.
Responsibility and operating boundaries
Operators, delegated systems and human approval interfaces retain distinguishable responsibilities. A historical order on a submitted arrangement does not automatically authorize a new operation.
Preservation and disposal
Retention, deletion and the treatment of disputed states belong to explicit procedures. A record should distinguish a preserved source, a later copy and a correction appended to an existing register.
Review and continuity
The archive carries its dates, reasons and unresolved disagreements into the handover. Subsequent review must identify its own authority and evidence rather than silently borrowing the old bench's title.
